Apparently, Jaguars running back Maurice Jones-Drew wasn?t the only one angry about the anonymous rip jobs on quarterback Blaine Gabbert this offseason.
And Gabbert is willing to admit, to the team?s official website, that he took it personally.
After he was referred to as ?Blame Gabbert,? by anonymous teammates, and an anonymous former coach said ?Nothing?s ever his fault,? Gabbert fired back.
?It pissed me off quite a bit, just because you learn to trust your coaches because you spend so much time with them,? Gabbert said. ?That?s starting now. April 2 through whenever your last game is, you?re with them countless hours every day, six or seven days a week. You learn to value their opinion, trust it. It?s a close-knit grip.
?When you have an anonymous source saying something that couldn?t be further from the truth, it pisses me off. Like I always said, ?Put your name on it.? If you?re going to say something to the media, say it to me. Say who said it. No need to hide behind a computer screen or an anonymous source name when you?re trying to make a point.?
That?s all well and good, and noble, but not the reality of how the NFL works. For one thing, if Gabbert had played to the level he was drafted, he wouldn?t have had as many former coaches saying ugly things about him to choose from.
But Gabbert denied it was motivation.
?When it?s not the truth, it doesn?t really motivate me, although you do have external motivators,? Gabbert said. ?You want to prove every person wrong who says you can?t do your job at a high level. We?re just competitive guys. That?s what makes this job fun.?

Dorothy Hamill and Tristan MacManus' jive on Monday was filled with flaws due to her injury.

It was a teary night on the first elimination show of ?Dancing With the Stars? season 16, but not because someone was booted from the competition. Olympic gold medalist Dorothy Hamill bowed out of the ballroom bash in the final minutes despite being safe after viewer votes and the judges? scores were combined earlier in the evening.
As Victor Ortiz and Lisa Vanderpump stood under the spotlights of shame with the lowest combined scores, host Tom Bergeron brought the figure-skating champ and pro partner Tristan MacManus back to the ballroom to make their announcement.
?I?ve taken the advice of my spine surgeon, and I need to withdraw from the competition,? Dorothy said sadly. ?I have an injury that could be irreparable, and nerve damage. It would be completely unfair for me to stay in this and have any of these people go home. ? These are the most amazing people who want to be here. It?s not that I don?t want to be here, but I wish I could give it my all, but I can?t.?
On Monday?s performance show, it was clear that Dorothy was in pain as she performed a flaw-filled jive (in flats instead of heels) that earned only 15 points. The performance landed her at the bottom of the scoreboard for the week. Rehearsal footage showed the athlete discussing the cause of her trouble: a cyst and accompanying nerve pain.
?It?s a decision that has to be made,? Tristan said matter-of-factly about withdrawing from the competition. ?I?m certainly not frustrated at her, I?m frustrated with her. ? There?s something a lot bigger going on than this competition, as great as it is.?
As the audience and hopefuls in the ballroom wiped away tears, Tom announced, ?A couple who would?ve gone home tonight gets a one-week reprieve.?
That?s certainly good news for Victor and Lisa, who didn?t shine in the first two weeks of the competition. Both received a score of 18 for each of their two dances.
Comedians D.L. Hughley and Andy Dick received even better news. After getting slammed by the judges last week (which Carrie Ann Inaba admitted to Monday), it was announced early in the show that D.L. was safe even after getting a matching set of 4s in week one. When he got the news, he dropped to the floor in astonishment, and pro partner Cheryl Burke lost control and yelled, ?WHAT?!?!!?
Andy was put through the ringer a bit first. Despite showing incredible improvement and showmanship in week two, he still found himself in jeopardy for a brief moment.
Next week, the show is holding its very own prom night, with Tom teasing baby blue tuxedos and photos of the stars at their first dances.

A suburban district attorney who is the son of TV's "Judge Judy" is being accused of interfering in a child rape case in which the suspect is his personal trainer and recently lived with him.
Putnam County District Attorney Adam Levy has recused himself from the investigation of Alexandru Hossu, but the local sheriff claims Levy is still involved.
"He is apparently trying to influence and affect the investigation, which could be perceived as an ethical violation of his official duties and perhaps even as an attempt to undermine it," Sheriff Donald Smith said.
In a response Monday night, Levy accused the sheriff of making "unfounded allegations and misstatements."
"My office acted properly in every aspect of the investigation," he said.
The question of Levy's involvement in the case has turned into a volley of accusations between the two men, who have clashed publicly before over traffic tickets; Levy also made a veiled criticism of the sheriff's office in a news release recently.
Hossu, 35, was arrested last week on charges that he twice raped a 12-year-old girl in 2010. The sheriff said the victim, now 15, only recently reported being raped. Hossu made a brief appearance in court Tuesday in and is due back May 7. A call to his lawyer was not immediately returned.
In his initial news release, the sheriff gave the defendant's address as Levy's home in Southeast, N.Y., about 50 miles north of New York City. Later, he described Hossu as Levy's "live-in personal trainer."
Levy said the sheriff had made a mistake. The sheriff's office said Monday that Hossu did live at Levy's home, but "the specific dates" have not been determined.
Levy said he recused himself as soon as he learned that Hossu, "who my family had known for years," was under investigation. But the sheriff said an assistant district attorney had already made the recusal decision for Levy, so it "was not really his original idea at all."
Smith said Levy's commenting on the case revealed "ongoing and improper involvement."
"In my view, Mr. Levy's comments and actions would seem to suggest that, if he could have his own way, Mr. Hossu would never have been brought to justice for his crime and Mr. Levy's relationship with him would never have been brought to the light of public scrutiny," the sheriff said.
He said Levy was trying to distract public attention "from what this case is really about: the vicious rape of a little girl by a man whom he housed and hired as his personal fitness trainer."
The sheriff also said Hossu is a Romanian in the country illegally, his work visa having expired 12 years ago. Without mentioning Levy, he said he has requested a federal investigation to determine if anyone illegally "harbored, shielded, aided or abetted" Hossu before or after the alleged rape.
Levy said last week he had no idea of Hossu's immigration status.
Both Levy and Smith are Republicans. It's not clear whether there's any underlying reason for the war of words, though the men battled last year over how to handle traffic tickets. In one of his recent statements, Levy said his office has been trying "to improve the way law enforcement agencies like the Sheriff's Department handled child sexual abuse allegations."
Lucian Chalfen, a spokesman for Westchester District Attorney Janet DiFiore, would not say whether Levy might be questioned during the investigation. But he said, "Our investigation relates to the allegations of the forcible rape."
Judy Sheindlin, who is Levy's mother, a retired New York judge and earns a reported $45 million a year as the wildly popular star of her courtroom TV show, says that's as it should be.
"The sole focus of this story should be the investigation as to whether a young girl was the victim of a very serious crime," she said Tuesday through spokesman Gary Rosen.

How does a house worth more than $200,000 get sold for a mere $5,000? Pure deception, says the family of an 88-year-old woman who, they claim, was swindled while she lay sick in a nursing-home bed. Mabel Bobo (pictured above left with her daughter) owned her Charlotte, N.C., home for 56 years and raised three kids there. But when her loan became delinquent, the home in the Charlotte's Dilworth neighborhood fell into foreclosure and was put up for auction last June. It garnered bids as high as $48,358, but one investor snapped it up for just a tenth of that -- allegedly through shady means, WCNC-TV in Charlotte reported.
Bobo, who suffers from dementia, had to move into a nursing home nearby when she could no longer care for herself. She says that she had no idea that her home was even foreclosed on. But while she was at the nursing home, she said that she began receiving frequent "surprise visits" from a woman named Laura Shields, who represents Home Appeal, LLC.
During the visits, Bobo was allegedly asked by Shields to sign over the deed to her small home at 515 Ideal Way. Despite Bobo's lack of understanding and discomfort -- she said that she told Shields to "leave her alone" -- family members said that Bobo was essentially forced to sign the paperwork in order to get Shields to stop visiting her. "[Shields] came to someone who is almost 90 years old and shoved a piece of paper in front of them," Bobo's daughter, Patricia Rader, told WCNC. "[It happened] repeatedly until she was so tired of seeing them, she signed it to get rid of them."
When WCNC presented the signed deed and asked Bobo if it was her signature on the paper, she answered: "Yes, but I don't remember signing it." Shields' lawyers explain that Bobo was paid $5,000 for the house when she signed the deed in her bed in the nursing home, and that they have an undated check stub to prove it. But according to the family, Bobo does not have any more bank accounts and her family "never received a dime." Bobo's family is currently fighting a legal battle to get the home back, saying that Bobo wasn't in "any mental condition" to sign the house away.

NEW YORK (Reuters) - T-Mobile USA said on Tuesday that it will start selling Apple Inc's iPhone on April 12, making it the last of the big national U.S. operators to sell the popular smartphone.
The No. 4 U.S. mobile provider, which is seeking to merge with smaller rival MetroPCS Communications, is hoping the device can help stem customer losses. The launch follows a marketing overhaul that eliminates device subsidies and two-year service contracts favored by its bigger rivals.
T-Mobile, a unit of Deutsche Telekom AG, hopes its new approach will differentiate it from bigger rivals that already sell the iPhone: Sprint Nextel, AT&T Inc and Verizon Wireless, a venture of Verizon Communications and Vodafone Group Plc.
The company, which struggles with customer defections, hopes to attract cost-conscious consumers through an aggressive marketing campaign that focuses on its lack of service contracts and clearly outlines the monthly cost to consumers to own devices such as the iPhone.
U.S. operators have traditionally subsidized phones in exchange for tying customers into contracts but do not disclose how much of their monthly charges covers the device, a practice that T-Mobile USA criticized as lacking transparency.
"The industry's broken," T-Mobile Chief Executive John Legere said at a press event to announce the iPhone launch and discuss the service plans, which he promised late last year.
In particular, T-Mobile USA is taking aim at No. 2 U.S. operator AT&T because the two companies use the same network technology, making it easier for consumers to bring their AT&T phones to T-Mobile's network.
Legere estimated that T-Mobile customers would pay about $1,000 less over two years than they would for roughly comparable services at AT&T. T-Mobile's website also directly compares its pricing to AT&T's service fees.
However, AT&T appeared unfazed by the campaign. Spokesman Mark Siegel's response was: "Whatever."
Legere said that the iPhone and the new marketing plans will help the company stem its losses of bill-paying customers this year and create growth in this segment in 2014. The company, which ended 2012 with 33.4 million customers, lost 515,000 contract customers in the fourth quarter.
"You'll see discernable progress each quarter," the executive told Reuters, promising significant improvement in first quarter from the fourth quarter and second quarter numbers that are significantly better than the first quarter.
T-Mobile will offer the iPhone 5, Apple's latest model, for an upfront payment of $99.99 followed by 24 monthly payments of $20, adding up to $580 over two years. Its rivals charge $200 upfront to customers who sign a two-year contract, but customers who do not sign a contract pay about $650.
Slight differences in operators' service plans make comparison of total costs for consumers difficult, but analysts said that T-Mobile's offer does appear to be cheaper than those of its bigger rivals.
Reticle Research analyst Ross Rubin said it was still unclear whether consumers have as much disdain for contracts as T-Mobile hopes. But he said consumers will likely find the lower upfront cost for phones attractive and that the addition of the iPhone should help T-Mobile retain customers.
"Not having the iPhone 5 was certainly a big hole in its portfolio," Rubin said.
T-Mobile said it will sell the older iPhone 4 for a $69 up-front payment and a commitment to pay $20 a month for two years. It also promised smaller upfront fees for the latest smartphones from BlackBerry and HTC Corp.
Bigger rivals AT&T and Verizon have said they would closely watch T-Mobile's new service model and that they could follow suit if it proves popular with consumers.
Andrew Sherrard, T-Mobile's senior vice president of marketing, said the company would significantly increase its marketing spending, but he declined to give details.
T-Mobile also said on Tuesday that it had upgraded its network with faster data services in seven markets using the Long Term Evolution (LTE) technology that its bigger rivals have a head start in delivering.
T-Mobile promised to offer LTE in markets with a population of 100 million by mid-year and expects to broaden coverage to 200 million by year end.
One key element of Legere's strategy involves the proposed merger with MetroPCS, which needs shareholder approval at a special meeting on April 12, the date of T-Mobile's iPhone launch.
Two large activist shareholders, Paulson & Co Inc and P. Schoenfeld Asset Management, are campaigning to block the deal due to the level of debt that the combined company will have on its books. But Legere insisted the merger would go through.
"It will be approved despite ... several greedy hedge funds that are trying to take a double-dip out of that process," Legere said.

Remember the Xperia ZL? While it lingered in the shadow of the waterproof Xperia Z back at CES, the phone does still exist and has now gone on preorder at Sony's own webstore. With the same 5-inch 1080p display, 13-megapixel camera and Snapdragon S4 Pro of the omnibalanced Z model, the Xperia ZL packs it into a smaller footprint and adds the courtesy of a physical camera button. Sony's NFC skills remain onboard and that lead camera is capable of HDR video capture, alongside recent improvements to the Xperia range's automatic shooting mode. While its own retail site is currently down (and there's no concrete date for when you'll get your hands on the phone), Sony says that it will be available from other online stores soon, pricing the Xperia ZL, contract- and carrier-less, at a hefty $720 on HSPA, or $760 for the 4G variant. That pricier option includes LTE Bands 2, 4 5, and 17, which means it should connect with AT&T's 4G network -- with or without any carrier branding.

WASHINGTON (AP) ? The Supreme Court is broadening its examination of affirmative action by adding a case about Michigan's effort to ban consideration of race in college admissions.
The justices already were considering a challenge to the University of Texas program that takes account of race, among many factors, to fill remaining spots in its freshman classes. The Texas case has been argued, but not yet decided.
The court on Monday said it would add the Michigan case, which focuses on the 6-year-old voter-approved prohibition on affirmative action and the appeals court ruling that overturned the ban. The new case will be argued in the fall. A decision in the Texas case is expected by late June.
The dispute over affirmative action in Michigan has its roots in the 2003 Supreme Court decision that upheld the use of race as a factor in university admissions. That case concerned the University of Michigan law school.
In response to the court's 5-4 decision in that case, affirmative action opponents worked to put a ballot measure in front of voters to amend the state constitution to outlaw preferential treatment on the basis of race and other factors in education, as well as government hiring and contracting. In November 2006, 58 percent of Michigan voters approved the measure.
Civil rights groups sued to block the provision the day after the vote. In November, the 6th U.S. Circuit Court of Appeals voted 8-7 to invalidate the ban as it applies to college admissions. It did not address hiring or contracting.
The appeals court said the constitutional amendment is illegal under Supreme Court rulings from the late 1960s and early 1980s that prohibit placing special burdens on minority groups that want to bring about changes in laws and policies. The court said that forcing opponents of the ban to mount their own long, expensive campaign through the ballot box to protect affirmative action amounts to different, and unequal, treatment.
That burden "undermines the Equal Protection Clause's guarantee that all citizens ought to have equal access to the tools of political change," the court said. By way of example, the court said that children of university alumni remain free to lobby lawmakers and university officials to adopt policies to take family ties into account in admissions.
The 6th Circuit divided along ideological lines, with its more liberal judges in the majority.
Michigan Attorney General Bill Schuette asked the Supreme Court to review the 6th Circuit's ruling. "Entrance to our great colleges and universities must be based upon merit, and I remain optimistic moving forward in our fight for equality, fairness and rule of law at our nation's highest court," Schuette said Monday.
In the Texas case, a white student who was denied admission to the University of Texas is suing to overturn the school's use of race among many factors to fill out its incoming freshman classes. The bulk of the slots go to Texans who graduated in the top 10 percent of their high school classes.
The Michigan case is Schuette v. Coalition to Defend Affirmative Action, 12-682.

HeLa cells, named after Henrietta Lacks, whose cells which were cultured by George Otto Gey to create an immortal cell line for medical research, are the world's most commonly used human cell lines, and have served as a standard for understanding many fundamental biological processes.
In a new study published today, scientists announce they have successfully sequenced the genome of a HeLa cell line and their high-resolution genomic reference reveals the striking differences between the HeLa genome and that of normal human cells.?
For decades HeLa cells have provided effective and easily usable biological models for researching human biology and disease. They are widely regarded as the 'industry standard' tool for studying human biology. Studies using them have led to two Nobel prizes and a host of advancements in many areas, including cancer, HIV/AIDS and the development of the polio vaccine.
The HeLa genome had never been sequenced before, and modern molecular genetic studies using HeLa cells are typically designed and analysed using the Human Genome Project reference. This, however, misrepresents the sequence chaos that characterises HeLa cells, since they were derived from a cervical tumour and have since been adapting in laboratories for decades.
The scientists' analysis of the HeLa genome revealed widespread abnormalities in both the number and structure of chromosomes, as well as factors commonly associated with cancer cells like losing healthy copies of genes. In particular, the researchers found that countless regions of the chromosomes in each cell were arranged in the wrong order and had extra or fewer copies of genes.
This is a telltale sign of chromosome shattering, a recently discovered phenomenon associated with 2-3% of all cancers. Knowledge of the genetic landscape of these cells can inform the design of future studies using HeLa cells, and strengthen the biological conclusions that can be made from them.
"The results provide the first detailed sequence of a HeLa genome," explain Jonathan Landry and Paul Pyl from ?European Molecular Biology Laboratory in Heidelberg, who carried out the research. "It demonstrates how genetically complex HeLa is compared to normal human tissue. Yet, possibly because of this complexity, no one had systematically sequenced the genome, until now."
"Our study underscores the importance of accounting for the abnormal characteristics of HeLa cells in experimental design and analysis, and has the potential to refine the use of HeLa cells as a model of human biology," adds Lars Steinmetz from EMBL, who led the project. ?
The study provides a high-resolution genetic picture of a key research tool for human biology. It highlights the extensive differences that cell lines can have from the human reference, indicating that such characterisation is important for all research involving cell lines and could improve the insights they deliver into human biology.

Humanists Raise Record Funds to Fight Leukemia and Lymphoma
$430,000 raised in 2012; $500,000 the 2013 goal

Foundation Beyond Belief announced this morning that its Light The Night Walk Team raised $430,000 for The Leukemia and Lymphoma Society last year, the largest amount ever raised by a first year non-corporate team and the 4th largest amount raised by any team in the nation in 2012, including corporate teams.
This record-breaking total was made possible by the tremendous commitment of 150 local teams, more than any other organization, made up of thousands of humanists all over the United States and Canada, and by a pledge from the Stiefel family to match the total raised by the FBB teams.

Via the Associated Press, three legislative committees in Florida have approved a bill that would guarantee $3 million per year for 30 years to help pay for an upgrade of SunLife Stadium, which is owned by Dolphins owner Stephen Ross.? If the bill becomes law, the voters will then become involved.
Some lawmakers nevertheless oppose the effort.? ?The NFL is conning us, vote against this madness,? Rep. Bill Hager, a Republican representing Delray Beach, told the AP.
Nationwide, the trend among voters is to reject such measures.? In Miami, current polling conducted not by the Dolphins indicates that opposition is significant.
That?s why the Dolphins need to make an extra-big splash in free agency this year.? They need to create the kind of excitement that will increase supporters of the effort and motivate them to show up and cast ballots at the appropriate.

GRAY, Ky. (AP) ? Family members say the uncle of one of the seven victims of a rural Kentucky house fire desperately tried to save them from the burning home.
Laura Cima said Sunday that her husband, Gino, raced to the house Saturday when he heard about the fire, but was too late to save the two adults and five children inside.
Laura Cima said the bodies of the two adults were found just inside a side door, and Gino dragged them out while yelling, "There's babies in there!" to firefighters outside.
Officials have not identified the victims, but family members say the five children killed ranged in age from 10 months to 3 years. They also say the woman killed was three months pregnant. The seventh victim was a man.

A small Russian spacecraft in orbit appears to have been struck by Chinese space junk from a 2007 anti-satellite test, likely damaging the Russian craft, possibly severely, SPACE.com has learned.
The space collision appears to have occurred on Jan. 22, when a chunk of China's Fengyun 1C satellite, which was intentionally destroyed by that country in a 2007 anti-satellite demonstration, struck the Russian spacecraft, according to an analysis by the Center for Space Standards & Innovation (CSSI) in Colorado Springs, Colo.
CSSI technical program manager T.S. Kelso reported that the collision involved the Chinese space junk and Russia's small Ball Lens In The Space (BLITS) retroreflector satellite, a 17-pound (7.5 kilograms) spacecraft. The Fengyun 1C satellite debris was created during China's anti-satellite test on Jan. 11, 2007, and has posed a threat to satellites and crewed spacecraft ever since.
Evidence of the space junk collision was first reported on Feb. 4 by Russian scientists Vasiliy Yurasov and Andrey Nazarenko, both with the Institute for Precision Instrument Engineering (IPIE) in Moscow. They reported a "significant change" in the orbit of the BLITS satellite to the CSSI. [Watch the Animation: Russian Satellite Hit by Space Junk]
It is not immediately clear whether the satellite is merely wounded or completely incapacitated.
The space collision is the second substantial in-space accident between an active spacecraft and a defunct satellite or piece of space debris. In February 2009, a U.S. communications satellite was destroyed when it was hit by a defunct Russian military satellite, creating a vast debris cloud in orbit.
Tiny Russian satellite hit
The BLITS satellite is a nanosatellite consisting of two outer hemispheres made of a low-refraction-index glass, and an inner ball lens made of a high-refraction-index glass. It was launched in 2009 as a secondary payload on a Russian rocket and tracked by the International Laser Ranging Service for precision satellite laser-ranging experiments.
In addition to noticing the satellite's change in orbit, Yurasov and Nazarenko also detected changes in the spacecraft's spin velocity and attitude. [Worst Space Debris Events of All Time]
Satellite laser ranging uses short-pulse lasers and state-of-the-art optical receivers and timing electronics to measure the two-way time of flight (and hence distance) from ground stations to retroreflector arrays on Earth orbiting satellites.
On Feb. 28, the International Laser Ranging Service confirmed that the BLITS nanosatellite had collided with a piece of space debris. "As a result, an abrupt change occurred of the BLITS orbit parameters (a decrease of the orbiting period)," ILRS officials explained.
Besides this, as could be seen from SLR station photometrical observation results, the BLITS spin period had changed from 5.6 seconods before collision to 2.1 seconds after collision. The ILRS Central Bureau is based at NASA's Goddard Space Flight Center in Greenbelt, Md.
A change in orbits
The analysis by Russian scientists found that the orbital change on the BLITS satellite occurred on Jan. 22 at 2:57 a.m. EST (0757 GMT).
"They requested help in determining whether these changes might have been the result of a collision with another object in orbit," the CSSI's Kelso explained in a blog post?on the Analytical Graphics, Inc. website, which analyzed the crash.??
Starting from the hypothesis that an object capable of causing this change in the orbit of BLITS might be large enough to be tracked by the U.S. Space Surveillance Network, CSSI reviewed its own Satellite Orbital Conjunction Reports Assessing Threatening Encounters in Space, which is an archived database of potential space debris threats.
That review discovered only one close approach with another object, which, although it was supposed to be quite distant, occurred for the BLITS satellite on Jan. 22.
"Although the predicted distance would seem to preclude a collision, the fact that the close approach occurred within 10 seconds of the estimated change in orbit made it appear likely that this piece of Fengyun 1C debris actually collided with BLITS," Kelso wrote.
The CSSI is continuing to work with Yurasov and Nazarenko to further assess the circumstances of this likely collision.
More review needed
Kelso told SPACE.com that he is trying to address technical questions on this event, such as whether the individual masses of the pieces can be determined to assess how large a piece might have come off of the BLITS satellite.
Kelso said that the U.S. military?s Joint Space Operations Center released on March 3 the first two-line element set (TLE) ? a data format used to convey sets of orbital elements that describe the orbits of Earth-orbiting satellites ? for debris associated with BLITS. That information further confirms CSSI?s analysis, Kelso said.
The threat of space debris to satellites and crewed spacecraft orbiting Earth has been a growing problem. There are thought to be about 600,000 objects larger than 1 cm (0.39 inches) in diameter orbiting Earth, and at least 16,000 larger than 10 cm (3.9 inches), space debris trackers have said.

BEIJING (AP) ? China announced plans Sunday to streamline government ministries, doing away with the powerful Railways Ministry and creating a super-agency to regulate the media and realigning other bureaucracies in a bid to boost efficiency.
The plan introduced to the rubber-stamp national legislature is being pushed by the newly installed Communist Party leadership and reflects its priorities to reduce waste and address quality of life issues for a more prosperous, demanding society.
Among the changes, the corruption-plagued Railways Ministry will be split, its regulatory responsibilities going to the Transport Ministry and its operations to a commercial entity. The food and drug agency will see a boost in authority to try to end the safety scandals that have been a source of public anger, and two censorship arms, one for broadcasters and one for print media, will be merged.
The restructuring, the seventh since China began market reforms 30 years ago, marks the latest periodic attempt to reduce government meddling in the economy and society. Despite the effort, the government's role in the economy and the power of state companies have grown over the past decade, often to the detriment of private and foreign companies, which face a welter of industrial and other policies that have raised barriers to success.
This time, the streamlining plan includes guidelines to restrict and better define the central government's responsibilities, limiting its issuing of permits for projects, the setting of standards and other policies that have slowed decision-making.
"Departments of the State Council are now focusing too much on micro issues. We should attend to our duties and must not meddle in what is not in our business," Ma Kai, secretary-general of the State Council, or Cabinet, told the legislators. He said that overlapping government functions has often led to buck-passing.
Overall the realignment would do away with four agencies and reduce the number of ministry-level bodies by two to 25.
The public has been complaining about government inefficiency and for that reason "we should dare to push ahead with cracking the tough nut of structural reform," the state-run Jinghua Daily quoted Wang Feng, an official in the Communist Party office involved in drafting the reform program.
Underscoring the government's determination is the abolishing of the Railways Ministry. With deep ties to the military, the ministry has resisted previous rounds of reform and has continued to serve as both regulator and operator. Under the new plan, operations will be spun off into a newly created China Railway Corp., responsible for building railways and managing freight and passenger services. Safety, quality and other regulatory standards will be the purview of a state railway administration under the Ministry of Transport.
Another influential bureaucracy, the family planning commission, which oversees enforcement of the much disliked policies that limit most families to one child, will be merged with the Health Ministry in a sign the government may be rethinking its approach to family planning. The proposal called for "maintaining and perfecting family planning policies" and said the party would continue to set policy. Meanwhile, population research is being transferred to the economic planning agency, highlighting government concern about the effect an aging population and shrinking labor force may have on the economy.
In another bureaucratic boost, the government will pull together separate agencies involved in fisheries and other maritime law enforcement into one administration. The move appears aimed at better asserting China's claims in disputed stretches of the East and South China seas and, if energetically pressed, could aggravate already high tensions with Japan, Vietnam and the Philippines.
The National Energy Administration, created five years ago to help oversee a pressing need for the fast-growing but resource-strapped economy, would be expanded to absorb a regulatory body that sets electric rates.
The food and drug administration is being elevated in status to ministry level to give it added powers in hopes of improving enforcement and ending the lax enforcement that has led to repeated scandals over toxic medicines and tainted foods from milk to meat.
In a separate report to the legislature, the head of the supreme court, Wang Shengjun, said Chinese courts had sentenced more than 20,000 people for making and selling adulterated milk powder, recycled cooking oil known as "gutter oil" and the steroid clenbuterol, which makes pigs produce leaner meat.

As the U.S. government draws up plans to use surveillance drones in domestic airspace, opposition to what many consider an unwarranted and significant invasion of privacy is mounting across the country, from rural Virginia to techopolis Seattle. Although officials debate anti-drone legislation at federal, state and local levels, one man is fighting back with high-tech apparel.
A New York City privacy advocate-turned-urban-guerilla fashion designer is selling garments designed to make their wearers invisible to infrared surveillance cameras, particularly those on drones. And although Adam Harvey admits that his three-item Stealth Wear line of scarves and capes is more of a political statement than a money-making venture, the science behind the fashion is quite sound.
?Fighting drones is not my full-time job, but it could be,? says Harvey, an instructor of physical computing at Manhattan?s School of Visual Arts and the creator of the CV Dazzle project, which seeks to develop makeup and hairstyles that camouflage people from face-recognition cameras and software.
Harvey?s newest medium, metalized fabric, has been around for more than 20 years. It holds in body heat that would burn bright for infrared cameras?a characteristic that could prove attractive to those who do not want unmanned aerial vehicles spying on them.
Metalized fabric
Metal is very good at absorbing and scattering infrared light, says Cheng Sun, a Northwestern University assistant professor of mechanical engineering. In that sense there is nothing exotic in how metalized fabric works?it ?would strongly attenuate the [infrared] light,? he says. The metal would dissipate heat to surroundings as well, making the wearer harder to pinpoint.
To date, the fabric has primarily been used in tape and gaskets to protect electronics and communications equipment from static electricity and electromagnetic interference, according to Larry Creasy, director of technology for metalized fabric-maker Laird Technologies, based in Saint Louis.
Here?s how metalizing works, at least at Laird: Woven fabric, commonly nylon or polyester, is coated with a special catalyst?a precious metal Creasy declined to specify?that helps copper bind to the fiber. Once dry, the fabric is submerged in a copper sulfate?plating bath and dried. A nickel sulfamate bath follows to help the finished fabric withstand the elements and abrasions. The result is a flexible, breathable fabric that can be cut with ordinary tools but that protects against electromagnetic interference and masks infrared radiation, Creasy says. The process adds weight to the original fabric. An untreated square yard of nylon weighs about 42.5 grams. Treated, the same patch weighs more than 70 grams.
The fashion
Harvey?s fabric is coated with copper, nickel and silver, a combination that gives his scarves, head-and-shoulders cloak and thigh-length ?burqa? a silvery and ?luxurious? feel. The material blocks cell signals, as well, adding an element of risk to tweeting, texting and other mobile activities, as the wearer must break cover to communicate.
Stealth Wear is sold only via a U.K. Web site. The burqa goes for about $2,300, the ?hoodie? is $481 and the scarf is $565?luxury items, but so, too, is privacy today, Harvey says.
The impetus
The high cost and limited availability are significant drawbacks?Harvey says he?s only sold one Stealth Wear item online, a scarf. But the Federal Aviation Administration (FAA) predicts 10,000 commercial drones will ply domestic airspace by 2017?almost twice the that of the U.S. Air Force?s current fleet of unmanned aircraft. The number of drones flying in the U.S. today is hard to pin down because not every company and agency that gets FAA approval to fly a drone actually puts one in the air. In fact, 1,428 private-sector and government requests have been approved since 2007, according to the FAA. A Los Angeles Times report states that 327 of those permits are still active. Meanwhile, President Obama signed a law in February 2012 that gives the FAA until September 2015 to draw up rules that dictate how law enforcement, the military and other entities may use drones in U.S. airspace.
