Smooth Key Scroll essentially ignores your keyboard's repeat rate to remove the stuttering you usually come across when you scroll with a keyboard. This results in a much smoother keyboard scroll that can be sped up or slowed down using the Alt and Ctrl keys. If you prefer to navigate with a keyboard as opposed to a mouse, Smooth Key Scroll makes that a little more pleasant.
